Together with its subsidiaries, Utilities Aruba N.V. has issued an Expression of Interest (EOI) inviting experienced and qualified developers to express their interest and capacity to design, construct, install, own, operate, and maintain a new wind farm on the Island of Aruba. The deadline for proposal submission is 1 October 2022.

Aruba is a warm tropical island with a constant fresh N.E. trade wind of the Atlantic. It’s one of the four constituent countries of the Kingdom of the Netherlands, physically located only 29 kilometers north of the coast of Venezuela and 80 kilometers northwest of Curacao. Its warm and welcoming people, white sand beaches, turquoise waters, beautiful landscapes, and rich cultures make Aruba a leading tourism destination in the Caribbean.

Utilities Aruba N.V. is the holding company for two essential companies on the island; the Water- en Energiebedrijf Aruba N.V. (WEB Aruba N.V.), which in turn has been responsible for the power generation and water production in Aruba for more than 70 years, and Naamloze Vennootschap Electriciteit-Maatschappij Aruba (N.V. ELMAR), which is responsible for the energy distribution and commercialization in Aruba.

Together with its subsidiaries, Utilities Aruba N.V. hereby issues this EOI inviting experienced and qualified developers to express their interest and capacity to design, construct, install, own, operate, and maintain the wind farm, installed at a designated site on the Island of Aruba, and carry out the sale and purchase of energy to the U.A. Group, made available by such resources, during a supply period of up to fifteen (15) years.

Zero emission by 2050

The current energy policy of the Government of Aruba aims to achieve zero GreenHouse Gas (GHG) emissions by 2050 in compliance with the Paris Agreement. For several years the Government of Aruba has focused on renewable energy, starting with the Vader Piet Wind Farm, completed in 2009, currently generating 17 percent of the Island’s energy needs. Based on this, Utilities Aruba N.V. and its subsidiaries are committed to reducing their GHG emissions, the current cost of electricity, known as affordability from the point of view of Utilities Aruba N.V., and improving the reliability of the power generation system at the same time, whilst taking into account the general interest of the companies forming part of Utilities Aruba N.V. Group.

Currently, Aruba’s power generation system depends highly on the use of heavy fuel oil with reciprocating engines. One path to reduce GHG emissions is the increment and integration of renewable energy resources, such as wind farms, into the existing energy grid. However, reliability is imperative.
Thus, the proposals that include systems or solutions that help achieve this goal will be considered and evaluated.
