Dutch Government launches IJmuiden Ver Alpha and Beta tenders

Today, February 29, 2024, the Netherlands Enterprise Agency (RVO) opened the application period for a permit for the construction, operation and removal of a wind farm in the IJmuiden Ver Wind Farm Zone Sites Alpha and Beta. Interested parties can apply till 28 March.

There are 2 permits available: one for the IJmuiden Ver Alpha site and one for the site Beta. Each will This makes it the largest offshore wind energy tender in Dutch history.

IJmuiden Ver Alpha and IJmuiden Ver Beta sites are part of the IJmuiden Ver Wind Farm Zone (IJVWFZ), which also includes the IJmuiden Ver Gamma (formerly V-VI) site. Each site can have around 2 GW of installed capacity. This wind zone is located 62 km off the west coast of the Netherlands in the Dutch North Sea.

Tender criteria

For both sites, authorisation shall be granted by applying the procedure of a comparative test with financial bid. Several criteria will be taken into account when making the decision to grant a permit, such as; compliance with the principles of international corporate social responsibility and the degree of understanding of raw material consumption, environmental impact and value retention in the design, construction, operation and disposal of the wind farm.

There also different criteria applicable for the two sites. For Alpha, the contribution of the wind farm to the ecosystem of the Dutch North Sea. For Beta; the contribution to the integration of the wind farm into the Dutch energy system and the contribution to reducing porpoise disturbance days during the construction phase of the wind farm.

The application period will close on Thursday, March 28, 2024 at 5:00 PM (CET). All applications must be submitted in person at RVO’s office in Zwolle.

After the tender for IJmuiden Ver Alpha and Beta closes, the assessment of applications will start. A legal period of 13 weeks applies for the assessment, which can be extended by another 13 weeks if necessary.
