Groningen Provincial Executive collapses after vote on wind farm project

Late on Wednesday evening, the Provincial Executive of the Dutch province of Groningen collapsed after a vote on the realisation of a wind farm in Eemshaven during a Provincial Council meeting.

The four coalition partners BBB, Groninger Belang, ChristenUnie and the PvdA had agreed in an outline agreement last year not to allow a new wind farm, but to honour existing agreements. This should include the plan for the wind farm in question – Eemshaven-West Wind Farm – in the Emmapolder in Eemshaven. The wind farm is an initiative of Vattenfall, Stichting Eemswind, Drei Meulen Wind and energy cooperative Oudeschip en Omstreken and could comprise 24 wind turbines.

The plan originates from 2014. A decision in principle had been taken ten years ago. The project was now waiting for the Provincial Zoning Plan (PIP) to be determined by the Provincial Council. After the PIP is adopted by Provincial Council, the permits can be issued.

The ChristenUnie, who holds 3 seats in the Provincial Council, stepped out after coalition partner BBB and two members of Groninger Belang voted against the arrival of the wind farm during the meeting. The party no longer saw a basis to continue with each other.

The four parties tabled a motion to end their cooperation at the meeting. This was passed by Provincial Council. The motion also included a call to forge a new coalition agreement on the basis of which a new Provincial Executive could be formed. In the meantime it was agreed that the sitting members of the terminated Provincial Executive would take care of the ongoing business.
