The Provincial Council of the Dutch province of Groningen has adopted the Provincial Embedding Plan (Provinciaal Inpassingsplan / PIP) for the Eemshaven-West Wind Farm. With the adoption of the PIP, the plans are now final and the necessary permits can be issued.
Vattenfall, Drei Meulen Wind and energy cooperative Oudeschip en Omstreken (ECOO) are the initiators of the onshore wind farm. The plan is for 24 wind turbines west of Eemshaven, in the outlying area of the municipality of Het Hogeland, in the far north of the province of Groningen. The site is directly adjacent to the existing wind farms Eemsdijk and Westereems. The plan for the wind farm was worked on for about ten years.
PIP and permits available for inspection
Now that the PIP has been adopted, the necessary permits can also be issued for 23 of the 24 positions. The PIP and the permits will be made available for inspection in the coming weeks. During this period, appeals can be lodged with the Administrative Law Division of the Council of State.
Next steps
After granting the permits, Vattenfall will start the tender process to find a suitable contractor. Once the deadline for any appeal procedure by the Council of State has also passed, preparations for construction will start. The initiators expect construction of the wind farm to start in the 2nd half of 2026. The wind turbines are expected to produce the first green electricity in 2027.
